Utar had this interesting paper stuck to the door of one of the lecture halls :

From the Steps and details, what i can think of is you are supposed to hold ur number up like a prisoner, and take ur photo. Just like this :

Now, this is what UTAR is trying to get u to do just to take ur picture. Of course, paper bags not included... :D
